Adds default community-health files to the org
.githubrepo so every repo thatlacks its own inherits them org-wide. Implements Phase 0 (foundation hygiene)
of the promotion strategy (
docs/superpowers/specs/2026-06-24-promotion-strategy-design.md),lifting community-health coverage from ~25% to ~90% across the org in one PR.
